Timezone Errors on LAN and Web client

Has anyone ever had problems with this? When browsing to either the ACCOUNT > DETAIL tab or CONTACT > DETAIL tab it throws an error box stating:
"There was an error creating the SLX_TZ object. The call to get TzGetTimeZoneInformation failed."
I have tried setting permissions on the timezone entries in the registry and still no luck. This also seems to be effecting the webclient as well as the following error comes up after the login screen:
"Line 17: Sage.Platform.TimeZones tzs = new.Sage.Platform.TimeZones():"
I am assuming the two are related. This is a 7.2.1 installation on SQL 2000 / Win Server 2003 RC2 SP2 (all patches related to DST).
Any help is appreciated............

FYI.
I have met this error before. It was due to some registry entry.
At that time I compared it's registry with normal one and found that 2 entries are missed.
It was HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones\
"Jordan Standard Time" and "Central Brazilian Standard Time"
