Yes.

All legacy OOTB plugins have been replaced in 7.x, but legacy forms created or customized in previous versions (including AccountDetail, Contact Detail, etc.) will still work in 7.2.

I'd not really say "fully"... If there is an ActiveX Form and a Legacy form with teh same name/family.. teh ActiveX form runs.. not the legacy. Also there are other issues....

Do not use legacy:
Account/Contact/Opportunity Detail views
Insert Contact Account
Insert Opportunity

You are just asking for major trouble if you do.

You're making a blanket statement that only confuses the question.

Yes, legacy is fully supported by Sage in 7.2. They will work just the same as they always did (with the exception of what RJL mentions about a legacy and active form by the same name). There has been no changes to the legacy support in the product, they will work just fine. You can continue with your legacy customizations and Sage support will take any call on the subject. Although, legacy development does completely suck.

However, if and when possible, migrate the legacy plugins to new. Certainly don't create new legacy plugins. This is just good practice since you'll be able to make use of so much more than was possible in legacy. However, there's nothing that says you can't create legacy. And there is certainly nothing that says it won't work either.

"Re-implement your customs" can be costly when someone already has working customizations built on legacy that solves their needs. Besides, when legacy support is pulled from the product, active form and vbscript support will go too. In the next major version, both legacy and active forms/scripts get thrown away, so really, why invest the time and money to convert now from legacy to active forms, just to do it all again then? Unless there's a need to continue development on the legacy plugins and extend them further, I don't see the point (with the exception of scrapping custom OOTB plugins like Account Detail to get new functionality included in the newer active form version)

When (roughly) do they think the next major version is released? What will be replacing the active forms? Is there a roadmap available?

I'm not sure if there is a public/published roadmap, but I'll check. Basically v8, codenamed "Tanami", will be a migration of the windows client to the same architecture that the 7.2 web client is on. Development will be done with C#/VB.NET using QuickForms and SmartParts. I forget what the last timeframe I heard was for it, but probably Q1-Q2 of next year (just a guess, I'll check on more specific timeframe).

Thx Ryan. We are on 5.2 but have been talking about going to 7.2 (a decision supposed to be made this year) so it's good to know this. Imagine redeveloping an already heavily customised system only to be faced with doing it again!
