How can i call this function "Application.BasicFunctions.GetIDFor" from a vbscript which is outside of saleslogix (like a standalone script). or is there any other method i can create a saleslogix id from outside saleslogix.

There are several ways to get an ID, but assuming that you are using the OLEDB Provider, you would have to call an SLX "Stored Procedure".
