Is there a way to remove OOTB merge templates (Base Letter, etc.) from what users see other than by deleting them outright?

Yes, my original thought was "unrelease them in Architect," but according to what I see in Architect, they are unreleased already.

When they are unreleased in the Administrator, the admin will still be able to see them but if you log in using a regukar user then you won't see the plugins.
