Working through an upgrade from 6.1 to 7.2.2. When modifying the connection string in a custom ASP page I am receiving "Unable to initialize data dictionary", verified correct connection string with test windows scripting file on same machine which works fine. Appears to only be related to ASP.

Client is Oracle but I have duplicated on my local SQL instance.

You need to set the application pool identity to a user or, temporarily, localsystem (ignore warning). This should get it working. Then, create a new user (webdll) as indicated in manual and set permissions, logon as this user and then set AppPool identity to this user.

Application Pool? What kind of up-to-date version of Windows do you assume they are using?

Yep, changed the authentication to an administrator and it works. Sent them the webdll user configuration from the Web Implementation Guide (which will burst a few blood vessels to even consider giving that much access to anything). I am sure they will whittle it down to the bare minimum that works.
