Although a step may be marked as required it doesn’t mean that if there is an action (Phone Call, Meeting, To-Do etc) associated that this has to be created.
The user is able to just tick complete without having created the activity
. It would be nice if the complete box was automatically populated when the activity was created and the user could only manually tick the complete box if there is no activity associated with the step. Any advice?

You can customize it.
I have done this on the Windows and Web (including legacy).
The way I built it, I added a Tracking ID to the Activity, so if the Step was associated with an activity, it required for that activity to be completed, and then I would mark the step as Complete.
