Lock down permissions to custom menu item

fiogf49gjkf0d SLX 6.2 sp3. I have added an item to the Main Menu under Tools/Manage/My New Item. In the administrator under Userprofiles/Menus, the entire section "Manage" has access removed. The menu item in question doesn't appear in the list in the administrator. Is there a way to lock these custom menu items down?
I would like to avoid creating seperate screens for my utility accessed through the menu item and releasing to different groups if possible.

I suggest adding a new menu that merges with the existing menu. Do not modify the standard menu plugin. If you take this approach upgrades will be less of a pain as well as give you the security granularity you are looking for.
First, add a new menu plugin that adds your item to Tools | Manage. Last, only release the menu plugin to the folks that should have access to the utility.
