Activity Time settings with UTC & GMT in version 7

While coding the creation of new Activity Table records, we looked at example code already in the system and the recorded effect of setting the time parameter in the Scheduled Date/Time "Startdate" fields. We noticed that SalesLogix sets the time sub-parameter ahead by four hours. I think that is due to the use of the UTC support convention (ie: GMT as a standard). So: Is this true (or am I nuts)? Why 4 hours (is it based on Time Zone)? And how can I emulate the SalesLogix method?
