Outlook Send SLX strobe effect and non functional

Greetings,
I am experience an odd problem with a client computer. I have SLX 7.0.1 and Outlook 2003 running on WinXP SP2. When the Send SLX button in Outlook is clicked, the button and pretty much everything in Outlook seems to go a bit spastic (sorry for this technical term
) The button and the Outlook screen starts flashing very rapidly and appears to be looping screen re-paints? Outlook becomes not functional and mouse movements are pretty much non-functional (possibly due to the the screen re-painting). Eventually this times out and the message is not sent, but appears in the drafts folder still intact. Other than this issue both SLX and Outlook behave as expected. I have tried deleting and replacing slmn.dll but this made no change. Has anyone seen anything like this before and how do I fix this?
