TPickList and ampersand handling

I am looking for ideas on how to handle the ampersand in a picklist. I want to add an entry to a picklist that contains an ampersand (ex. "Health & Safety"). If I use a single ampersand in the Code or Item field, it is interpreted as a shortcut key indicator. If I insert two ampersands in a row in the Code or Text field, it appears (in the picklist manager) to escape the shortcut key functionality and be displayed as a single ampersand. However, the TPicklist control behaves differently from the picklist manager - while the double ampersand does escape the shortcut key functionality, it is displayed as a double ampersand, not a single ampersand by TPicklist. How can I get a single ampersand to display in the TPicklist control?

My approach when faced with this situation is to replace the Ampersand with the word "and".
Probably not the answer you are looking for, but is ussually the quickest fix.
