Our netteam is attempting to put in place a new cisco firewall. These dudes are serious about restriction and security. Our web server sits in the dmz and db in the lan. So, I requested port 1706 to be opened but was still unable to establish a connection to the database server.
With all the restrictions on the firewall I noticed that I can browse the domain and see the db server, but was unable to ping it. Could this be the main cause of the problem

IIRC, and it's been a bit since I checked any of this, SLX uses the configured port *and* the configured port + 1 (same as SQL does). So you'd need to open both 1706 and 1707.

Unable to ping does not necessarily means that the host is down, or unreachable. From the looks of it, your network lan has set your firewall to drop any ICMP packet (the ones that Ping used) to your lan.
Ryan suggestions to open 1706 and 1707 should solved your problem.
Unless your admin has take a little step further by limiting the Protocol allowed to acess your system.
