Ignoring Windows 10 for a minute, when was the last time you ran an index rebuild on the database?
I think the issue is not present in Windows 7, so it would suggest a Windows 10 issue?
But good point about the database, would it be worthwhile running one?

You should be doing this as part of your regular database maintenance routine. If it was me this would be one of the first things I would do as I’m not convinced the issue is down to Windows 10. It sounds like you have not done it in a while or not at all so you should do it anway as it will improve the overall performance.
Ok. I will ask the owner to re-index the DB and see if that makes a difference. Thanks
