I am working with the contact/lead screen in SLX 4.0

One of my users cannot view a frame and I cannot find SLX security/visibility settings for this. User has the same view assigned as other users who can view the panel in question.

Bottom half of the contact view there is a detail tab for notes/history - attachments - lead personal .... etc

This panel is not viewable by a particular user and I have been troubleshooting this all day.

Here are 2 screenshots that describe the situation more clearly:
correct view (notice bottom half has detail view):

Anyone point me in the right direction?

I don't remember where this is in v4, but it is on one of the menus, called something like "Restore Windows" or "Restore Layout" or something. Can you see that?
