Problems with SLX 6.1 and Server 2003 R2

We are in the process of upgrading our SalesLogix 6.1 to 7.2.
We are building a new server with Windows 2003 R2 Enterprise Edition.
I installed SQL 2000 and copied our existing live database.
When ever we try to connect a SLX client we get RDA Error Resource not available - Source : odbcdrv_connect. Access Denied.
We did all the same steps to build a new dev server. Everything works fine. We were able to go thru the update to 7.2 without much ado.
The only real difference between the to servers is that the DEV server is Windows 2003 Standard Edition Service Pack 2 and the new Live Server is Windows 2003 R2 Enterprise Edition Service Pack 2.
Has any else seen this issue?
