2003 server and 7.01 Web client wont start

Go to the homepage address after following everything in the install guide and all I get is the error message.
"The system failed to initialize properly. Contact the system administrator."
If you look in the event viewer it has an error stating authentication failed for the WebDLL user. BUT if I logon locally as this user and run the WebManager verify tool it all comes up smelling of roses!
So a little confused as to who and what is failing?? The ADODB connection is sweet as too is the WebDLL (according to my knowledge).
Has anyone else had this problem or know where to start to look to get around it?? I've checked all COM+/AppPools etc and they all the the WebDLL account details in them.
