Disabling/hiding menu items in top bar

I've been asked if it's possible to hide the menu option to add a new ticket or note, based on user security such as is used in the LAN client to the same effect.
I wasn't able to find an answer in the web developer's reference. Having checked this forum, the closest I found to a similar issue was this:

Is it right to say that the disabling of the desired menu items can only be achieved through coded customisation, rather than something the customer can easily manage, as it is in LAN? |
