Password options not working for Web client

I've got a bit of a strange one...
We have several Web client users. I understand Web client passwords and Lan client passwords have different expiration policies which can be set through the Password Options dialog in Workgroup Administrator. I have duly set both of these to 90 days. This works just fine in the Lan client, but in the Web client, passwords expire in 24 hours (I've measured this to the minute).
Anybody got any ideas what might be causing this or how to solve it?
BTW, I'm on a pretty old version, my 'About' box on Workgroup Administrator says 5.0.0.1545
