Trying to get a list of "letter/email plugins released to userid xxx".

It's easy enough to get the current letter/email plugins, but which table stores the fact that plugin yyy is released to userid xxx

There is no other table involved, it's all in the plugin table. For each release - there is an additional row (and the BASEDON refers make to the original). USERID stores who released to.
