DIFFERENCE BETWEEN PURGE AND DELETE

Alright, now I know this one is going to sound a little dumb, but we're actually scratching our brains a little cause there was a question at work where one person had said there is a difference and the other said there is no difference so now I'm asking all of my firends here.
Right now when you purge a contact or delete a contact all of the notes are still in-tact and you can view them via the account main view. This would make us assume that deleting a contact and purging a contact are the same thing. Are we right?
Apparently someone inner-office had mentioned that they remember our consulting company stating that there is a differnece between the 2.
Anyone want to help me clarify?
