I cannot seem to find where/how I can give a user(s) the ability to edit groups. As the admin I can edit them and release the group to Everyone, but when a user opens the group, they are read-only. Is there a way around this?

Only the owner can edit the group.

Spectacular. I was planning on creating a group, and then having the user change one parameter to filter the group differently. So essentially I will have to copy the group for the user that will be doing the editing, and then things should be good to go?

The user can create a copy of the group you give them and then edit that as much as they want ...
