Cannot Retire Users

I am having an issue retiring several users. I've tried reassigning activities, opportunities, etc. The message I am getting when I try to retire them from the administrator (version 7.2.2.1871) is...
Warning: Cannot retire user at this time.#13 This user currently owns records which must be reassigned.
What is the #13 indicating?

John if you run a sql or slx trace you can identify the queries it is running. This will help you identify the lingering data.

This user probably owns private records. You should be able to re-assign private accounts (owned by the user itself and not a team) and then, when done, do the retire.
