Is this something that used to work or has it never worked?
Is the SQL Native Client Installed?
Have you read all the papers on configuring CITRIX for SLX use? There are quite a few permissions required for both folders and in the registery. Newly configured CITRIX servers usually start out locked down and over time permissions are added as needed. I don't have links to these papers but they are on SLX's support site or available through your BP.

Check with who manages the CITRIX server to find out what changes have been made to it recently.
Log in as a user who is having the problem or yourself and try to reproduce the problem. Check the event logs to see if anything has been logged.
Lookin at the status at the bottom of the SLX splash screen. This tell you what SLX is doing (initializing DBs, etc) as it's loading. Try to note what the last thing it is doing before the splash screen goes away.
