Can't install MSDE

I am getting a "Setup Failed to Configure the Server" message suring the MSDE portion of the SLX 7.0 Remote install.
This laptop was used by a previous employee who also had a SLX remote. SLX and MSDE were uninstalled and this is a re-install for a new user.
Here is the SQL error log:

Why is the Service Control Manager making a "stop" request?
The article
http://support.microsoft.com/kb/816499
describes this error occuring when the computer previously had MSDE with the same named instance. It refers to
http://support.microsoft.com/kb/320873/EN-US
and a utility called msizap.exe.
I have deleted all MS SQL folders and registry keys referencing MSSQL but I am still getting the result above. I am not sure that msizap would be useful because it may require the original MSDE ProductCode and the regestry key where it was recorded is long gone. Any ideas?

Tried it again, same result. Here si the cnfgsvr.out file:

SQL Server configuration failed.
SLX setup should be setting up all the necessary defaults needed to work. What's going on? I'd suspect a permissions issue, but the user is in the Admins security group. Does adding a user to the admins group not neccesarily grant the needed permissions?
