Syncserver sync all data to remote office

Hi,
I have a problem with my sync. I have 3 remote office and the main sync server send 999 account and all table to one of my remote. I have about 200000 account, 500000 contact, 100000 opportunities and 90Go attachment.
I dont understand why all my data are resend to remote office.
Yesterday the first remote have finished de resync all the data. But today a second remote office start to resync all the data. (about 5000 account are resent at this time)
Do you have any idea to stop the transfert af all the data to the remote office ? Thank you very much.
