DB Cut does not include records for a custom table

SLX v7.2.1 Oracle
I have a custom table that has been fine for years. Recently, an issue was reported that data was missing for a new field that was added a couple of months ago. After much research, I discovered that the problem is with the entire table. Data syncs fine. When a new DB cut or RO cut is done, the table is empty.
The Table is set to sync in and out. Also field level security is on.
I just added the seccodeid to this table since it was missing, and populated it. It made no difference.
I also noticed the primary key had no unique attribute and we had dups. Fixing this made no difference.
I guess the next step will be to drop the table and re-add, but I was hoping someone out there knew what might be going on. Any help will be appreciated.
