When I am start sync process, I can see the message in Synchronization window "Running Forced Subscription....". Can someone please tell me the meaning of that?

The message is like that

Running Subscription Rule for (Remote User Name)....
Running Forced Subscription....
Running Subscription Rule for (Remote User Name)....
Running Forced Subscription....

Accounts owned by "everyone" are forced.. you can't change that.
