Some Scribe Updates not Synced?

fiogf49gjkf0d SLX 6.2.6 / Scribe 6.0.4
We regularly update who an activity is assigned to in SLX via scribe (we run a job every day). All works OK except updating it via Scribe doesn't update the remote users' databases.
We're wondering if this is because a history of the change isn't created and the Sync process looks at the HISTORY table to pick up the changes?
Can we / should we create history lines as part of the scribe jobs, or is there any other way around it?
