Remote Office (Plugins)

Modified plugins (forms) do not synchronize to remote offices. Is it correct?

All changes are sent to the Remote Offices.

Trouble with syncing plugins. There are records (insert or update plugin) in WGLogs and TEF files in folder Outfiles. SyncClient write that all changes apllied. There are no new plugins in plugin manager in Architect but there are new records in table plugins in SQL Ent Manager with fields DEV='F' and RELEASED='F'.
Any suggestions?
