FTP in on SQL DTS

I have a SQL (2000) DTS that was recently moved from one server to another and now the DTS doesn't work.
Here are the details on the DTS:
1. It clears out a table in my staging table
2. It executes a batch file to copy a CSV file from an FTP server
3. Then the DTS connects to the CSV file and imports the file into the Staging table.
4. Various SQL translations are preformed to the data from the CSV file.
It appears to be successful in the logs, but the FTPin.bat script isn't getting fired so the data that is getting imported is yesterday's data.
Here is the command that I'm using to run the FTP file
EXEC master..xp_cmdshell 'F:\SLXDATA\ConcurDumps\ftpin.bat'
Also, I can log onto the server, click on ftpin.bat and then execute the DTS by hand and everything works fine, so I think the problem is in the scheduling.
The DTS is being run by a SQL user that should have the appropriate rights, but I would like to check on that, what should I look for? Any other ideas what could be causing this?

Check which user is running the SQL Agent service. For the (scheduled) file copy operation to work, you may need to have a domain user running the service and not just a local system account.
