Here is what the report is designed to do:
Ticket Activity report for three specific Ticket Activity types.

I'm guessing it's a join issue but it works for other accounts without this issue. It's specific to this one account. I'm scratching my head here.

EDIT: The problem wasn't the report or the join but a problem with the data.
