is it something i enable? or requires extra fee for development?

It is an extra download/purchase. It has its own install and two bundles that go a long with it (one if you are pre 7.X). If you wish to change the QVW (the data and layout file) you will need QlickView to do so.

Training is available from Sage on the 22nd of this month and videos of the customizations are available in the Dev Subscription at the same time.
